Subject: Michigan MBT e-file Update
The Internal Revenue Service (IRS) Modernized e-File (MeF) system will be unavailable from Monday, December 28, 2009, through Wednesday, January 6, 2010, for end of year maintenance.  The IRS MeF system will begin accepting business e-file returns on January 7, 2010.
 
Although the IRS will begin accepting business e-file returns on January 7, Michigan will not begin retrieving and accepting MBT e-file returns until January 25, 2010, and therefore, will begin issuing acknowledgments for MBT e-file returns on January 26, 2010.
 
Effective for the 2009 tax year, software developers producing MBT tax preparation software must support e-file for all eligible MBT forms that are included in their tax preparation software. All eligible MBT returns prepared using software must be e-filed.
 
Filing of tax returns electronically is Secure, Fast, and Convenient. Treasury is committed to processing MBT e-file returns in less than half the time of paper returns, and account resolution for MBT e-file returns receives priority. 
 
Filing of paper MBT returns will result in slower processing.  E-filing MBT returns beginning January 25, 2010, is the most efficient way to file

On November 23, 2009, Discovery mailed out 3,416 first request letters to taxpayers for the AGI match project.  The due date is December 22, 2009.

Subject: Michigan Department of Treasury - Notification of Mass Mailing
The Discovery Division will be mailing out 6,455 Notice of Proposed Income Tax Adjustments to taxpayers for unreported income for the 2005 tax year.  The letters will be dated October 14, 2009.

On October 2, 2009, the Discovery Division will be mailing out 1,083 intents.  These assessments are from IAB letters dated July 27, 2009.

Thank you for the feedback regarding the Michigan Business Tax (MBT) e-file signature process for State Stand Alone (SSA) returns.  We have reviewed the current MBT e-file signature process and made some improvements.  Starting with tax year 2009, the MBT e-file signature process will be as follows:

 

MBT Fed/State Filings: 

 

Michigan will continue to accept the federal signature.  No additional signature documentation is required. 

 

MBT State Stand Alone (Unlinked) Filings:

 

Tax Professionals:

Returns are signed by entering a PIN in the software after reading the perjury statement displayed in the software.  The PIN will be selected by the taxpayer, or the taxpayer may authorize their tax preparer to select the PIN.

 

Form MI-8879-MBT (new for tax year 2009) will be printed and contain the PIN.  The tax preparer will retain the MI-8879-MBT in their records as part of the taxpayer’s printed return.

 

Taxpayers (Online)

Returns are signed by entering a PIN in the software after reading the perjury statement displayed in the software.  The PIN will be selected by the taxpayer.

 

Form MI-8879-MBT will be printed and contain the PIN.  Taxpayers will retain the MI-8879-MBT in their records. 

 

MBT SSA e-filings submitted without a PIN will be rejected by the Treasury.  The PIN must be entered in the software and included in the electronic file for all SSA filings.  Do not mail Form MI-8879-MBT to the Treasury and do not include Form MI-8879-MBT as an attachment with the e-file return. 

 

Form MI-8453-MBT will be discontinued starting with tax year 2009.

The Discovery Division will be mailing out 5,116 Notice of Proposed Income Tax Adjustments to taxpayers for unreported income for the 2005 tax year.  The letters will be dated August 5, 2009.

Subject: IRS Fed/State Modernized e-File (MeF) Program
To optimize operational efficiency and improve customer service, beginning with tax year 2009, the Michigan Department of Treasury will join with the Internal Revenue Service (IRS) and transition to the IRS Fed/State Modernized e-File (MeF) program for filing individual income tax returns.   During this transition period, Michigan along with the IRS will support the current e-file program as well as MeF.  Your software will determine which method of transmission will be used based on the type of return filed.  To learn more about MeF visit www.MIfastfile.org and select "Tax Preparer" then select the link "1040 Modernized e-File (MeF) for Tax Year 2009" in the box at the top of the page.  Watch for updates on the Michigan Web site and the IRS Web site www.irs.gov.

The Discovery Division mailed out 1,844 Notice of Proposed Income Tax Adjustment letters dated May 26, 2009.  These letters are generated when the IRS notifies Michigan that the taxpayer has not filed a return or an adjustment was made that would affect the final AGI.

Subject: Treasury to Offer Online Payments for Business Taxes

The Michigan Department of Treasury is pleased to announce that we will soon offer the capability for Electronic Funds Transfer (EFT) payments for select taxes to be made online for ACH Debit filers.  The existing touch-tone telephone payment process will continue to be available.

 

Some of the benefits of EFT online payments include: 

  • Printing your payment confirmation.
  • Viewing your payment history.
For more information about paying taxes by EFT visit our Web site at www.michigan.gov/biztaxpayments.  The Web site will be updated as additional information becomes available about the new online service.

Subject: Michigan Department of Treasury - Notification of Mass Mailing
On Friday, April 17, 2009, the Discovery Division will mail out 1,722 Notice of Proposed Income Tax Adjustment letters.  These letters are generated when the IRS has notified Michigan that the taxpayer has not filed a return or an adjustment was made that would affect the final AGI.

Subject: Individual Income Tax e-file Payment Reminder Letters
The Michigan Department of Treasury is mailing about  72,000 Payment Reminder letters to income tax e-filers who have not yet submitted their payments for tax year 2008.  No penalty or interest is included in the payment amount as tax is not due until April 15, 2009. 
 
The letter includes a detachable 2008 Michigan e-file Payment Voucher MI-1040-V, which is pre-identified with the taxpayer's name(s), address, Social Security number(s) and payment amounts.

On Monday, March 30, 2009, the Discovery Division will be mailing out 1,947 intents.  These are IRS Abstracts (IAB) Assessments from abstract letters dated February 5, 2009.

Subject: Michigan Business Tax - Notice of No Return Required

The Michigan Business Tax (MBT) does not have an equivalent to the form C-8030, Michigan Single Business Tax Notice of No SBT Return Required.  A taxpayer with apportioned or allocated gross receipts less than $350,000 is not required to file an MBT return, and it is not necessary to file a notice to the Department that an MBT return will not be filed.

Subject: Discovery mailing V06 3/6/2009

 
On Friday March 6, 2009, Discovery mailed 1275 first request letters for the Vendor Nexus project.  The due date for response is April 21, 2009.  The auditors named in the letters are Allan Jacobs, Scott Nearpass, Caroline Walthers, and Dairus Reynnet.  The enclosures with the mailing are a Summary of RABs 1998-1 and 1999-1, a Nexus Questionnaire, a Voluntary Disclosure Request form and a return envelope.  The Multi-Year Apportionment Schedule is no longer being included in the nexus project mailings.  A copy of the letter is attached.

On Thursday, February 5, 2009, the Discovery Division mailed out 2,169 Notice of Proposed Income Tax Adjustment letters.  These letters are generated when the IRS has notified Michigan that the taxpayer has not filed a return or an adjustment was made that would affect the final AGI.

Subject: Michigan Department of Treasury - Notification of Mass Mail
On Monday, January 19, 2009, the Discovery Division mailed out 3,436 intents and another 2,859 intents were mailed on Friday, January 23, 2009.  These were IRS Abstracts (IAB) Assessments from abstract letters dated October 9, 2008; October 15, 2008; October 31, 2008; and November 20, 2008.
